  Chain of Command: the line of authority from Incident Commander
  down through Section Chiefs, then Branch / Unit / Resource levels.
  Unity of Command: every individual reports to one supervisor.
  This keeps orders clear and avoids conflicting instructions during
  a fast-moving incident.

POINTS OF CLARIFICATION
  - The IC's role is command, not direct supervision. Orders flow
    through one identifiable chain.
  - Unity of Command is not Unit Command — they are unrelated.
  - Span of control: 3 to 7 (5 the recommended default) per
    supervisor.
